openTrack has no more fuel but still receiving new tactical updates/

Description
The current behaviour is not efficient because stores multiple unusefull tactical information.
1) Just after a track fuel finishes, shall be inserted just one more tactical update with 0L fuel, and this last update will have its register successively update (basically only the creation_time will be updated)
2) Using this strategy, the one-before-last tactical update will keep the information about when the fuel finished, and the last tactical update will match the current systemtime.
